Foster care and child custody in Illinois

Well, I checked the Illinois DCFS website and a bunch of Googled articles, but while they gave me lots of useful general info, I still can't find the specific answer I need.

I've got two brothers, aged 11 and 17, orphaned and placed into foster care.  When the older brother turns 18 (and therefore ages out of the foster system), are there any steps he could take to try and get custody, or some sort of guardianship of the younger?  It doesn't have to be a successful attempt -- in fact, it wouldn't be -- but I just want to know if he could even get started, or if he'd be immediately be told, "No, you have to be 21" or something like that.
