British Vice-Consul in Basra at around 1878

I have googled: British Vice-Consul in Basra at around 1878; British Vice-Consul Basra Carter 1878; British Vice-Consul Bassorah 1878; and various combinations of the above.

I know that there was a Vice-Consul (or acting Vice-Consul) by the name of Carter in Basra around 1878. I just don't know his first name, or when he left Basra for good, and if he was made full consul at some point.

I have considered contacting the Foreign Office, but navigating their website is a nightmare.

If any UKians could find out for me I would be very grateful.
