Victorian political attitudes

This is kind of a bizarre question, and I don't really know where to look for an answer... OK, in a story I'm writing, people from the future are trying to turn the Victorian-era British Empire into a world-dominating theocracy to put a stop to technological advancement (to prevent the AI and posthumans that are about to destroy humanity in the future from ever having been created). Since it's probably important, they're willing to present the theocracy on Anglican lines at first (they eventually intend to turn it into something very different, but to sweeten the bait...) Question: what would the knee-jerk objection of an upper middle class, politically moderate Victorian be to this? Would it be based on liberty and religious freedom like nowadays? What would their political 'buzzwords' be? I can find a lot of "large scale" stuff about politics of that era, but I really don't get a feel for their actual political attitudes, beliefs...
