instant freezing

Hello everyone. Here's a question I hope someone can answer:

Could an instant (we're talking within seconds) icing-over technically freeze a bomb mid-explosion before it completely destroys, say, a laboratory? And if the specs really matter, it's one of those big research company labs.

Important ETA: I was advised that I should mention this is a comic book universe, so yes. Comic book. The heroine shoots ice and I was wondering if, with the dual blast and ice-creation, it'd be possible for the explosion to kinetically "slow down". Not necessarily completely freeze the atoms, but slow them down enough with her own blast so that the explosion to be sufficiently contained.
