Fast acting drugs - "How fast?"

Setting: 1960s (68/69), Los Angeles, CA

I've got two men, the younger of which I want to have drugged up by the other, in order to incapacitate him, mentally moreso than physically, though that's not so much the crucial point. The two of them are in a bar, where the older man has bought the two of them beers. He slips some sort of drug into the one beer.

I was at first trying to search for a specific drug, but since the younger man doesn't get taken to a hospital, I've deemed it not so essential. What I am looking for is how fast a fast-acting drug would kick in, when consumed orally. Would the alcohol speed up the effects? Does body-type play a factor? My plan, though changeable, was originally for the drug-drinker to realise he's physically and mentally unwell within five or ten minutes - he's a good enough drinker to realise this isn't just alcohol - and try to leave.
