police procedures

hey everyone, I've been enjoying this community very much and learning what an amazing bunch of diverse knowledge there is to be had out there, and what a useful resource it is for a writer.

I'm hoping someone can give me a few pointers on how real-life police would handle the following scenario:

It is nighttime. two men are observed having a bit of an altercation, during which one draws his handgun and aims it at the other man. Someone calls the police, who turn up just as the second person removes himself from the scene and the first person is reholstering his weapon, which has not been fired.

He has a permit to carry a concealed weapon, and all his other papers are in order. He is believed to be associated with A Certain Federal Agency, but carries no ID from them. For the purpose of the exercise you may assume he's under extremely deep cover and cannot carry ID, nor would the Agency in question own up to him if they were contacted. For his part, he will neither confirm nor deny his association with that Agency.

My question is, having found him thus, would the police detain him? "Invite" him down to the local precinct for some questioning? Assuming they do, would they handcuff him? What sort of treatment might he receive from them in connection with the incident? What type of relevant tests, forensic or otherwise, would they want to carry out before they let him go?

FWIW, the guy with the gun is the "good guy", and the one without is the "bad guy". The police never see or speak to the bad guy during this scenario.

I have already written this scene, but there's just a niggling doubt that I might have got the finer details a bit wrong, and I'd like a few suggestions of how it should go.

the setting is modern day "generic north america", as in it's never specifically stated that the characters are in any one town or any one state, but rather left as fairly generic as possible.

I've researched the question through various means, including using the various "howdunnit" books on police procedures, and googling on such terms as "concealed weapons", "police procedure" and the like.

Liquid latex: personal experiences

Search Methods: Google (Liquid latex, "liquid latex", liquid latex +wearing) Wiki (Liquid latex) kinky chat rooms on IRC (And boy did I get a lot of offers for not what I was looking for.) Unfortunately since it's a kinky product I get product ads instead of what I need. (If any of you have better search strings please feel free to share, my google-fu is weak)

Mostly, I'm looking for personal experiences. Ways that it went bad, ways it went good, how it actually feels to have it removed, or painted on, what kind of prep you did to keep it from ripping out hair and skin, how it felt to move while wearing it (did it bunch up at all, make it hard to move, pull, rip?) Does it dribble and drip? How do you clean the foam brush? How long is it "viable" before it starts to peel away on its own? All those kinds of things.

I know sex while wearing it is usually fairly uncomfortable to the one not wearing it (since it catches and pulls on the skin) but I also know people that really wouldn't mind that discomfort, but that's really about all I've found. I think chatting it up with people who've tried it themselves will probably be the only way I can get answers to my questions.

Child custody in the UK

Setting: London, England, present day
Googled: UK how child custody works, UK how child residence works, and I checked the community tags

One of my characters is a 13 14 year old girl whose parents are divorced. She lives with her father either full time or the vast majority of time, as there's no mention in canon of her shuttling between homes. Her parents have a reasonably amicable relationship, and she sees her mother frequently.

Questions:

1. Would the mother have any final say in parenting decisions apart from whatever the father chooses to grant her? In other words, if the father is determined to let the girl to do something (something legal) that the mother strongly disagrees with, does her opinion matter?

2. Given that the father provides well for his daughter and that she'd strongly prefer to stay with him, am I correct that any legal attempts by the mother to get custody of her daughter or otherwise change the status quo after the divorce is settled would probably fail? This comes up in relation to soothing the girl's worries rather than in relation to the mother choosing to pursue it, so I'm more interested in likely outcomes than in the actual process.

If it's relevant, the dispute from the previous question is whether the girl should be allowed to spend time with a woman who has no actual criminal record but who has a somewhat shady past and was recently a suspect in a child abduction case.

3. I'm looking for the equivalents of some relevant US phrases. Is this right?
custody order = residence order
to have custody = to have residence
"Your mother wouldn't be able to get custody of you" = ???

Japanese family names.

Time/Place: Japan, preferably modern

Google-fu: a combination of "japan japanese family list last names", to no real help.

I'm looking for a list of Japanese family names (in Western terms, 'last' names). Is there a master list out there somewhere? I'm aware of 'new' names being frozen a while back, so I get the idea that there's a limited number of names. (It may be hundreds, but there's a limit, right?)

Impressment in continental Europe

Setting: France OR the area now the Netherlands, late 17th century, AU but should be recoginsable.

I'm trying to forcibly press a character (a German national, if it's relevant) into indentured labour, in a way that's a sort of hybrid of penal transportation and conscription. Google and Wiki have so far given me that true conscription didn't take place until the French Revolution, and naval impressment seems to have only taken place in England and America. For plot reasons, I would rather have the character press-ganged than arrested for a putative crime, although I'm aware of that as a possibility.

Did either France or the countries in the current Netherlands have impressment-like practices pre-revolution?

High School graduation in 2003 California

Setting: California, summer 2003, public high school.

Googled: various combinations of the following terms - California, graduation, high school, date.

Also searched the community tags.

What I need to know:
(1) When is high school graduation likely to occur? I understand that this depends on a vast amount of factors - even knowing what month would be very helpful.
(2) When are finals compared to graduation? How long are finals? Are classes let out for finals and if so for how long? (All characters are seniors.)
(3) What is the last possible date to send out college applications? Again - something like "middle of June" is about the level of accuracy I need.
