How did police in the 60s check number plates?

When: Late 1960s (probably '68)
Where: UK
Searches: Googled '1960s police vehicle checks' and similar strings.

I need some coppers, who have a partial number plate, a make, model and colour of a car to find out who it belongs to. Would they phone a central registration office? And would someone then have to check thousands of file-cards? All I really need is a rough idea of the procedure and how long it might take. I'm afraid I'm entirely computer-dependent and can't imagine life before the PNC check...
