Surgery after an attack

I don't know if anyone here is familiar with Nip/Tuck, but I'll put my question under a tag just in case. You don't have to know anything about Nip/Tuck to answer my question, just about healing time and stuff.

In season 3, the Carver slashed his victims on the face along the cheeks (it looks like this - picture linked just in case anyone isn't comfortable looking at a stitched-up wound). My questions are:

1. How long after being attacked would they be able to have reconstructive surgery to get rid of the scar left behind?
2. How much of the scar could be gotten rid of? That is, could a really good surgeon make it look like there was never any damage?
3. Would any remaining scars look different if the victims had differently-colored skin? That is, would scars be more noticeable on dark or light skin?
