16-17 year old marriages

I know that in England, a 16 or 17 year old has to have parental permission to get married. However, who exactly do they inform about the parental consent? Does it need to be written/signed/dated or anything like that? If it helps, neither partner is particularly religious and it's unlikely to be a religious ceremony at all. Also, if it turns out that one or other of the partners in fact doesn't have permission and their parents are against the marriage, and is still under 18, what could be done, if anything?
